Dr. Tare Brisibe

Dr. Tare Brisibe began a career in 1991 practicing law in the areas of civil litigation, general commercial law, mergers and acquisitions with two leading Nigerian law firms. He held legal and regulatory appointments with a Luxembourg based law firm focused on space and satellite communications law, as well as with Inmarsat plc. (the privatized International Maritime Satellite Organization - INMARSAT). Furthermore, Dr. Brisibe served as Deputy Director (Legal Services & International Cooperation) with the National Space Research and Development Agency of Nigeria (NASRDA) responsible for international co-operation and legal advisory services in support of six development Centers for space science and technology and their applications.

Dr. Brisibe participated at the 1999 Third United Nations Conference on the Peaceful Uses of Outer Space (UNISPACE III) and participated as Delegate at various sessions of: UNCOPUOS, including its Legal and Scientific & Technical Subcommittees. He was a member of the Committee of Governmental Experts at the International Institute for the Unification of Private Law (UNIDROIT) for the preparation of a Space Protocol to the 2001 Cape Town Convention on Interests in Mobile Equipment. Further he served as a delegate at the World Radio Conferences and Development Sector Study Groups, International Civil Aviation Organization (ICAO) Aeronautical Communications Panel, and the Asia Pacific Telecommunity (APT) Wireless Forum. He was an Observer at the Association of Southeast Asian Nations (ASEAN) 14th Telecommunications Regulatory Council, and has been involved with activities of the African Leadership Conference (ALC) on Space Science and Technology for Sustainable Development since its inception in 2005.

He is a Member of the Board of Directors, International Institute of Space Law (IISL) and member of the International Law Association (ILA) Space Law Committee. Appointed in 2009 by the Secretary General of the Permanent Court of Arbitration, member of the Advisory Group on Optional Rules for Arbitration of Disputes Relating to Outer Space Activities. From 2012 to 2013 he was the Chairman of the Legal Subcommittee of the United Nations Committee on the Peaceful Uses of Outer Space.
