Dr. Julia Neumann is Attorney-at-Law (Rechtsanwältin) with the international law firm White & Case LLP in Berlin, Germany, where she advises private and public entities on public law and regulatory issues.
Julia was admitted to the Bar in 2009. From 2007-2009 she performed her legal training (Referendariat) at the German Federal Ministry of Transport, Building and Urban Affairs in Bonn, Germany, at SES ASTRA in Betzdorf, Luxembourg, at ESA Headquarters in Paris, France, and in the telecommunications practice of the international law firm Freshfields Bruckhaus Deringer LLP in Cologne, Germany.
From 2003-2007, she was (senior) research assistant with the Institute of Air and Space Law at the University of Cologne. During that period, she served, inter alia, as Project Coordinator for “Project 2001+” and “Project ESA-EU”, participated in the set-up of CoCoSL, provided research with regard to a great variety of space law issues including the legal regime for suborbital flights, and participated in various international conferences on space law.
Julia’s doctoral thesis ‘Bridging the Digital Divide’ is concerned with legal aspects of bridging the international digital divide with satellite telecommunications and was in late 2011. Besides, she has published several articles on space law, was co-author respectively co-editor of two books on space law, and co-author of the CoCoSL Volume I chapter on Article IV of the Outer Space Treaty.
Julia is a member of the International Institute of Space Law (IISL).
She is author of chapter VI on Article IV of the Outer Space Treaty (Volume I) and on the part of the Rescue Agreement (Volume II).
